{"id":17550,"date":"2023-06-01T08:18:37","date_gmt":"2023-06-01T12:18:37","guid":{"rendered":"https:\/\/conexion23.com\/?p=17550"},"modified":"2023-06-01T08:18:39","modified_gmt":"2023-06-01T12:18:39","slug":"mescyt-propone-observacion-a-dos-iniciativas-legislativas-que-buscan-modificar-la-ley-sobre-expedicion-de-exequatur","status":"publish","type":"post","link":"https:\/\/conexion23.com\/?p=17550","title":{"rendered":"MESCYT propone observaci\u00f3n a dos iniciativas legislativas que buscan modificar la Ley sobre expedici\u00f3n de exequatur."},"content":{"rendered":"\n<p><strong>El Ministerio de Educaci\u00f3n Superior, Ciencia y Tecnolog\u00eda (MESCYT)<\/strong>&nbsp;deposit\u00f3 ante el Senado de la Rep\u00fablica una propuesta referente a dos iniciativas legislativas que buscan modificar&nbsp;<strong>la Ley n\u00fam.111-42<\/strong>&nbsp;<strong>sobre la expedici\u00f3n del exequatur profesional<\/strong>, cuya funci\u00f3n est\u00e1 en manos del Poder Ejecutivo.<\/p>\n\n\n\n<p>Durante una reuni\u00f3n de trabajo con la&nbsp;<strong>Comisi\u00f3n Permanente de Educaci\u00f3n Superior, Ciencia y Tecnolog\u00eda<\/strong>&nbsp;de la C\u00e1mara Alta, el titular del MESCYT,&nbsp;<strong>doctor Franklin Garc\u00eda Ferm\u00edn<\/strong>, plante\u00f3 que la nueva iniciativa legislativa deber\u00eda denominarse&nbsp;<strong>Ley de Licencia para el Ejercicio Profesional (LEP).<\/strong><\/p>\n\n\n\n<p>El funcionario sugiri\u00f3 que&nbsp;<strong>las dos iniciativas sobre modificaci\u00f3n a la Ley n\u00fam.141-42<\/strong>, introducidas al Senado por los senadores Virgilio Cedano, representante de la provincia de La Altagracia, y Alexis Victoria Yeb, de Mar\u00eda Trinidad S\u00e1nchez,&nbsp;<strong>deben ser consensuadas antes de ser introducidas al pleno de la C\u00e1mara Alta.<\/strong><\/p>\n\n\n\n<p>Subray\u00f3 que en la nueva legislaci\u00f3n debe contemplarse que el plazo m\u00e1ximo de aprobaci\u00f3n o rechazo de la solicitud por parte del MESCYT sea de&nbsp;<strong>60 d\u00edas h\u00e1biles<\/strong>. Tambi\u00e9n, que se contemple la figura del&nbsp;<strong>Silencio Administrativo Positivo<\/strong>&nbsp;en apego a la&nbsp;<strong>Ley n\u00fam. 107-03<\/strong>&nbsp;sobre los Derechos de las Personas en su relaci\u00f3n con la Administraci\u00f3n y de Procedimiento.<\/p>\n\n\n\n<p>Garc\u00eda Ferm\u00edn favoreci\u00f3 que la Licencia de Ejercicio Profesional sea emitida por el MESCYT,&nbsp;<strong>como lo considera el presidente Luis Abinader<\/strong>, para reducir el tiempo de expedici\u00f3n del documento.<\/p>\n\n\n\n<p><em>\u201cEl MESCYT deber ser el \u00f3rgano que emita lo que conocemos como el exequatur\u201d,<\/em>&nbsp;precis\u00f3&nbsp;<\/p>\n\n\n\n<p><em>\u201cEn el mundo de hoy, con estos cambios se hace innecesario que vaya al Poder Ejecutivo\u201d<\/em>, indic\u00f3 el funcionario a los miembros de la Comisi\u00f3n Permanente de Educaci\u00f3n Superior, Ciencia y Tecnolog\u00eda del Senado.<\/p>\n\n\n\n<p>Esta comisi\u00f3n es presidida por el senador de San Pedro de Macor\u00eds, Franklin Pe\u00f1a, el de senadores de La Altagracia, Virgilio Cedano, y el de Independencia, Valent\u00edn Medrano.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>El Ministerio de Educaci\u00f3n Superior, Ciencia y Tecnolog\u00eda (MESCYT)&nbsp;deposit\u00f3 ante el Senado de la Rep\u00fablica una propuesta referente a dos iniciativas legislativas que buscan modificar&nbsp;la Ley n\u00fam.111-42&nbsp;sobre la expedici\u00f3n del exequatur profesional, cuya funci\u00f3n est\u00e1 en manos del Poder Ejecutivo.
